Chinook Winds Site Development
Initially set for completion in 2023, this project has been delayed to September 2025. Complex negotiations with nearby developers and challenging ground conditions have contributed to the delay, with seasonal work now scheduled for spring 2025. Discussions about stormwater infrastructure and boundary conditions continue, causing scope, budget, and timeline fluctuations.
Highland Park Fire Station and Reservoir upgrades
Progress continues on two significant projects: the new fire station and the reservoir upgrades. The fire station is in the design phase, with construction expected to begin in mid-2025. The reservoir upgrade, which includes new water booster stations, is awaiting final agreements with developers before proceeding.
Public works and community enhancements
The Parks Operations Building at Chinook Winds, with a budget of over $6 million, is nearing completion, with minor adjustments needed for final approval. Another highlight is the completed Genesis Place Artificial Turf Field, finished on schedule before the 2024 football season. This project brought new turf, lighting, and upgraded facilities.
Infrastructure and budget overview
A large portion of the budget is dedicated to accommodating Airdrie’s growth. Projects like the South Regional Lift Station, NE Servicing Extension, and Sierra Springs Lift Station Upgrades are all on track. Detailed designs for these projects are advancing, with construction slated for 2025.
Meanwhile, the Ron Ebbesen Arena is undergoing a mid-life lifecycle update, with work slated for early 2025. The Nose Creek Bridge presents unique challenges due to the need for extensive repairs. Any improvements trigger a regulatory review that could impact cost and timelines.
Budget and timeline adjustments
For 2024, Airdrie’s total budget for major capital projects is $190 million, which includes $88.8 million carried over from prior years. While most projects are on budget, some, like the Chinook Winds development, have faced increased costs due to unexpected challenges. However, several projects have benefited from competitive bidding, resulting in savings. For example, the Genesis Place Turf Field was over $1 million under budget.
Other topics on the committee's agenda today include an agenda report on proposed amendments to the Municipal Development Plan (Bylaw No. B-34/2024), which would align it with the Calgary Metropolitan Region Board's Growth and Servicing Plans.
2025 Budget outlook
Airdrie residents will see a 4.74 per cent municipal tax increase in 2025, adding approximately $85.32 annually to the average household’s tax bill. The 2025 budget includes $228.8 million for operations and $174.6 million for capital projects. Notable investments include the new Multi-Use Facility and Library, Southwest Recreation Centre, and expanded transit services. These enhancements also include RCMP officers and expanded transit services to improve community services and support Airdrie’s continued growth.
