Airdrie City Council has approved a new Waterworks Bylaw, replacing the 2019 version to streamline regulations, improve clarity, and align with current municipal processes.
The bylaw, passed Tuesday after three readings, restructures key sections to make it easier for residents and businesses to navigate. It also removes redundant provisions, refines technical language, and ensures consistency with regional standards.
"The goal was to make the bylaw more user-friendly and reflective of how we operate today," said Kelly McKague, Team Leader of Water Services. "We wanted to improve clarity while ensuring it remains enforceable and effective."
The most notable updates include:
- Clearer rules for homeowners and businesses – The bylaw now specifies that property owners, not just tenants, are responsible for utility accounts and private water service connections. It also strengthens enforcement measures, including potential water shut-offs for unpaid bills or violations.
- A revamped Water Conservation Use Schedule (Schedule E) – Updated rules ensure outdoor water use restrictions are consistent with regional standards and easier to understand.
- Simplified organization and structure – Sections have been consolidated, redundant clauses removed, and administrative processes clarified to improve efficiency for both city staff and residents.
- More flexibility for city operations – Parks and utility staff, not just certified water operators, can now turn mainline valves when necessary, allowing for faster response times.
The bylaw also clarifies rules around seasonal service connections (such as temporary irrigation for construction projects), private groundwater wells, and access requirements for inspections and repairs.
While the updates do not change water rates or service quality, they make it easier for residents and businesses to understand their responsibilities regarding water use, billing, and conservation.
City officials said the new structure also makes future bylaw amendments easier to implement by eliminating duplication and ensuring that changes are made in one place rather than multiple sections.
The new rules take effect immediately, and the city will begin public outreach to ensure residents are aware of key updates.
