The City of Weyburn has finalized its 2025 Asphalt Program, awarding contracts to two local companies and securing over $260,000 in budget savings, money that could be redirected toward additional infrastructure projects. 

The program, divided into nine segments based on location and budget source, totals $1,105,000 with funding drawn from three municipal streams: the Infrastructure Revitalization Program, the Public Works General Operating Fund, and the Parks General Operating Fund. Bids were submitted by three contractors: GenCo Asphalt Inc., Torrent Energy Services Inc., and Potzus Paving & Road Maintenance Ltd. 

Following the formal bid review, GenCo Asphalt Inc., based in Estevan, was awarded three parts of the program, totalling $477,572.19, including PST. Torrent Energy Services Inc., which operates out of the RM of Weyburn, was awarded six parts of the tender for $367,337.70. 

Construction is expected to begin soon, with the Government Road Bridge rehabilitation starting as early as the end of May, ahead of planned detours for Highway 39 and Highway 13. The majority of the repair areas will see work begin by mid-June, with a two-week window estimated for completion by each contractor. 

The largest segment of the project, resurfacing 5th Avenue North between King Street and 5th Street, is scheduled to start in early to mid-August, following the completion of paving at the Weyburn General Hospital parking lot. The timing is meant to minimize disruption and ensure continued hospital access. 

The total project came in approximately $260,000 under budget, opening the door to further roadwork. Councillors inquired about the potential to allocate those savings toward King Street repairs, a key transportation corridor in the city. 

Cugnet confirmed the city is pursuing funding from the Urban Highway Connector Program (UHCP) through the Saskatchewan Ministry of Highways. If approved, the program could cover up to 70% of the project cost, with the surplus funds helping offset the city’s portion.
