The Delta Beach Association (DBA) held its 2024/2025 Annual General Meeting on July 7 at the Oakland Recreation Centre, where 45 members gathered in person to meet quorum and review a year of progress, community initiatives and legal restructuring.

Key guests welcomed

Chaired by president Scott Greenlay, the meeting opened at 10:02 a.m. and featured introductions of key guests, including Nick Slonosky from the University of Manitoba’s Faculty of Law, who has been assisting the association with legal governance; Roy Tufford representing the Rural Municipality; Del Penner of Delta Waterfowl; MLA Jeff Bereza; and Scott Hosfield, administrator for Lake Manitoba Class Action Claims.

Highlights from the past year

Following the approval of the agenda and minutes from the 2022/2023 AGM, Greenlay presented a year-in-review that highlighted major developments including fibre internet expansion through RFNow, efforts to establish a Rogers cell tower, progress on recreation facilities and student Green Team funding. He also noted diversion cleanup efforts, new bylaws drafted through legal review, proposed mini-golf and trail plans, and preparations for the Delta Beach centennial.

Plans for 2024/2025 and beyond

Looking ahead, Greenlay said the focus for the remainder of 2024 and into 2025 will include continued work on the diversion, cell tower progress, a feasibility study for a community centre, and collaboration with the RM to implement a flat-rate levy, alongside increased volunteer recruitment.

Social events well attended

Social committee chair Kelly Tomalin reported on a busy year of events, including a successful “Deltaween” celebration, an August long weekend sandcastle competition that drew 27 entries, the annual community BBQ, a winter poker derby and family skate, and two “giveaway” weekends. She confirmed that the 2024 sandcastle event will again take place on the August long weekend, with the BBQ scheduled for August 17 and another giveaway weekend planned for September.

Trails and recreation proposals

Doug Ross, chair of the Recreation and Trails Committee, shared that new trail development proposals are currently in the works.

Financials approved

Treasurer Eric Olson reviewed the 2022/2023 financial statements and proposed budget, both of which were posted online and approved by motion.

Bylaws formally adopted

A special resolution was passed to formally adopt a new set of bylaws drafted by the University of Manitoba Law Clinic to improve governance practices. Members unanimously ratified all actions taken by the DBA Executive and committees over the past year.

Board elections and recognition

Director elections saw Eric Olson and Melanie Moran acclaimed for new terms, while Laird Cole was recognized and thanked for his service as he stepped down.

Community appreciation

Special acknowledgements were also given to Nick Slonosky, Del Penner, Roy Tufford, Scott Hosfield, Jeff Bereza, and Kam Blight, as well as community volunteers including Rick Henderson, the Moran family, Allan Owens, and many others.

Meeting concludes with town hall

The AGM concluded at 10:46 a.m., followed by a town hall session featuring brief presentations from the guest speakers.
