Saskatchewan is updating its flood risk planning rules to help municipalities grow safely and sustainably.
The provincial government announced Tuesday it will adopt a 1-in-200-year flood elevation standard under The Planning and Development Act, 2007, aligning Saskatchewan’s rules with national flood planning benchmarks. The change brings the province in line with the Federal Disaster Financial Assistance Arrangements program.
The updated standard reflects a 0.5 per cent annual chance of significant flooding in any given area.
"Keeping our communities safe while supporting development is key to a growing province," Government Relations Minister Eric Schmalz said. "This move confirms our commitment to growing communities, making room for economic development opportunities."
The new measure is intended to strengthen community planning, improve public safety, and support long-term infrastructure and zoning decisions.
Daryl Harrison, minister responsible for the Water Security Agency (WSA), said the province has been working closely with local governments on flood mapping and risk mitigation.
“The WSA is committed to helping municipalities build and grow in a sustainable way,” Harrison said. “We’re helping them balance development with updated flood planning.”
The Rural Municipality of Corman Park is among those supporting the move.
"This legislative change not only prioritizes public safety but also strengthens our ability to plan and build with confidence in a changing climate,” said Reeve Joe Hargrave. “We appreciate the province’s effort to align with federal guidelines and look forward to further support in adapting local zoning and building policies.”
The Saskatchewan Realtors Association also welcomed the change.
“Alignment between provincial and municipal efforts is key to maximizing the province’s growth, especially around safety and real estate,” said president and CEO Chris Guérette. “These kinds of standards give communities a clear path forward.”
