Portage la Prairie RCMP arrested a 52-year-old man following a tense incident on Saskatchewan Avenue this week.

Assistant Superintendent Darcy Turko of the Portage RCMP detachment says the call came in on August 21 at around 1:30 p.m., reporting a disturbance involving a weapon at a residence.

“Officers responding arrived on scene and observed a male yelling threats out of a third-storey window at passersby on the street,” Turko notes.

He says witnesses also reported seeing the suspect waving another weapon.

“At one point, witnesses observed the suspect also waving a hatchet. To ensure public safety, police contained the area and the suspect inside his apartment while calling for him to surrender,” Turko says.

Arrest with emergency response team

The man refused to leave the residence despite repeated orders. An entry warrant was obtained through the courts, allowing RCMP and members of the Emergency Response Team to enter the suite and make the arrest.

“He was advised to exit the residence but did not comply, and an entry warrant was granted by the courts,” Turko adds. “RCMP, along with the Emergency Response Team, were able to enter the suite and arrest him without further incident.”

Charges laid

The suspect, identified as Kyle Monkman of Portage la Prairie, now faces several charges.

“Monkman, 52, of Portage la Prairie, was charged with uttering threats against a person, possession of a weapon for a dangerous purpose, and resisting or obstructing a police officer,” Turko continues.

Monkman appeared in court the morning after the incident and is scheduled for a later hearing.
