Three Winnipeg Police Service (WPS) officers face criminal charges after an investigation into allegations of breach of trust.

The investigation, led by the Independent Investigation Unit of Manitoba (IIU) with support from the WPS Professional Standards Unit, began in early 2024 when the WPS became aware of potential misconduct within its ranks according to releases from both organizations.

Constable Elston Bostock, 47, a 21-year member of the WPS, has been charged with multiple offences, including four counts of breach of trust, unlawfully entering a dwelling, obstructing a police officer, obstructing justice, and theft under $5,000.

Allegations against Bostock span over two years, from October 2022 to November 2024, involving both on- and off-duty incidents where he allegedly disclosed confidential information, obstructed justice, and committed theft.

In some cases, he is accused of acting with two other officers.

Constable Matthew Kadyniuk, 32, a two-year service member, faces charges of theft under $5,000 and breach of trust.

Allegations from the WPS say that, while on duty, Kadyniuk and Bostock stole an amount under $5,000, an action that constitutes a breach of trust.

Constable Jonathan Kiazyk, 46, with 18 years on the force, has been charged with breach of trust, obstruction of a police officer, and unlawfully entering a residence.

He and Bostock allegedly entered a home on Stradbrook Avenue in October 2022, obstructing an ongoing investigation.

All three officers have been placed on administrative leave and released on undertakings as mandated by the Criminal Code.

Their employment status will be reviewed upon completion of the investigation, and neither the WPS nor IIU will provide further comments as the matter is before the courts.

None of the allegations have been proven in court.
