An investigation into an arrest by Portage la Prairie RCMP has concluded with a report from the Independent Investigation Unit of Manitoba (IIU).
The report notes that on July 12, 2024, the Royal Canadian Mounted Police (RCMP) alerted the IIU of an incident that resulted in an injury requiring medical attention.
According to the RCMP's report, on July 6, 2024, at around 6 p.m., a member of the RCMP responded to reports of an altercation between two men, possibly with weapons, at the Tupper Street Bridge in Portage. On their arrival, the officer saw several men fleeing from the scene. The officer was able to get close enough to one male and provide verbal instructions, but he refused to comply. The officer pulled the man to the ground and placed him under arrest. Following his arrest, the man complained of pain to his wrist. An ambulance was dispatched and transported the male to the Portage District General Hospital.
Because this matter concerned potential injuries during an arrest of a young man, the IIU assumed responsibility for this investigation in accordance with Sec. 75(1) of the Police Services Act. A subject officer and a witness officer were designated. Investigators spoke with the affected person along with the witness officer. The subject officer declines to be interviewed.
Following due consideration of all the circumstances, the civilian director has decided they will not be authorizing charges. Therefore, the IIU investigation is completed, and the matter is now closed.
