The Independent Investigation Unit of Manitoba (IIU) has closed its investigation into the death of a man following a police shooting on Sandy Bay First Nation in April, announcing no charges will be filed against the involved officer.

On April 20, 2024, the Manitoba First Nations Police Service (MFNPS) and the Royal Canadian Mounted Police (RCMP) responded to a report of a man allegedly brandishing a weapon and threatening a woman at a residence on Ridge Road South. Upon arrival, officers learned the suspect had left the scene. A search ensued, culminating in an encounter with the man at a separate location. During the incident, an officer discharged their service firearm, striking the man. The man eventually died from his injuries.

The IIU, Manitoba’s civilian-led police oversight agency, was notified immediately and assumed jurisdiction under Section 65(4) of the Police Services Act. Investigators deployed to the scene, and the Manitoba Police Commission appointed a civilian monitor to observe the process, as required in fatal incidents.

The investigation identified one subject officer and three witness officers from the MFNPS and RCMP. Nine civilian witnesses also provided statements.

After reviewing evidence, the Civilian Director determined no charges would be authorized, concluding the investigation.

The IIU states that all relevant circumstances were taken into account and examined, and that the matter is now closed.
