Manitoba RCMP and Manitoba First Nations Police Service arrested two individuals and recovered stolen goods—including vehicles, drugs, and cash—during an April 10 search warrant execution at a Sandy Bay Ojibway First Nation residence. A third suspect remains at large.
Ongoing rural theft probe
The arrests follow months of theft complaints across rural Portage la Prairie, including break-ins at homes, cabins, and businesses. Stolen items ranged from vehicles to firearms, with suspects allegedly using weapons to intimidate victims.
“Since the very first call, our officers have not stopped looking for the people responsible for these brazen thefts carried out with firearms,” says Staff Sergeant Marcus Paddock of the West District Manitoba RCMP.
Stolen items, weapons seized
During the search, officers recovered a stolen Can-Am Outlander, Dodge Ram 2500, methamphetamine worth thousands of dollars, an air compressor, battery charger, and over $4,000 in cash. Firearms linked to the thefts were also seized.
Jodee Roulette, 18, and a 16-year-old male youth face multiple charges, including breaking and entering, weapon possession, and drug trafficking. Both were denied bail.
Arrest warrant issued for third suspect
Authorities are seeking 20-year-old James Allan Roulette, described as 6’2” with black hair and brown eyes. He may be armed and is believed to be in Sandy Bay Ojibway First Nation or Winnipeg.
“The investigation involved dozens of officers and quickly led to the execution of a search warrant and the arrest of two individuals as well as the recovery of stolen items,” Paddock adds. “We will continue our work until the final suspect is safely arrested.”
Public urged to report sightings
RCMP warn against approaching James Roulette and urge tips to Portage la Prairie RCMP (204-857-4445), Crime Stoppers (1-800-222-8477), or online at manitobacrimestoppers.com.
The joint investigation included RCMP Emergency Response Team, CREST, MILET, and Amaranth detachments. Updates will follow as the case progresses.
