Red Deer County is seeking public input on potential changes to its planning policies pertaining to the subdivision of agricultural land. Citizens will have the opportunity to attend three (3) open houses scheduled in April and May.
Currently, Red Deer County’s Municipal Development Plan (MDP) policies’ support the subdivision of one (1) parcel out of a quarter section to allow for the subdivision of a farmstead, a severance, a value-added business or a bare parcel; however, since the adoption of the MDP in 2020, various situations have prompted a review of subdivision policies to consider allowing two (2) parcels to be subdivided from a quarter section.
Illustrated below are three common situations that may warrant consideration for allowing two parcels to be subdivided from a quarter section.
To limit the impacts of second parcel subdivisions, specific conditions are also being considered and include: a requirement for the applicant to develop an Area Structure Plan for the entire quarter section; a requirement for the remainder of the quarter section to be rezoned to an Agricultural district that does not allow for dwelling/ residential uses to be developed on the remainder; second bare parcels would only be allowed if the first parcel has been developed and includes a farmstead.
