A 42-year-old Winnipeg man is facing an extensive list of charges, including cruelty to animals and sexual assault.

The Manitoba Integrated High Risk Sex Offender Unit, which ensures offenders' compliance with court dates and provides enforcement for related offences, partnered with the Winnipeg Police Service's Tactical Support Team, K9 Unit, East District General Patrol and RCMP members earlier this month to arrest a man who had outstanding warrants. 

Officers located the man at a hotel in the Niakawa neighbourhood on April 7. When they arrived at the building, they found the suspect with a large dog. He quickly ran out of the lobby, entered a suite and locked himself in. 

Once police were able to access the room, the suspect attempted to grab a knife from his waistband. Meanwhile, the dog lunged at one of the officers, attempting to bite them. 

The officers eventually used non-lethal force to take the man into custody. The dog was removed by Animal Services and treated. 

The 42-year-old man faces a long list of charges, including:

  • Sexual Interference, Breach of Prohibition Order (Gimli, from July 2023)
  • Failing to Comply with Order or Obligation (Winnipeg, from Nov. 2024
  • Assault a Peace Officer with a Weapon
  • Possession of a Weapon
  • Carrying a Concealed Weapon, Prohibited Device or Ammunition
  • Resist Peace Officer

He was detained in custody. 

The investigation continued with officers uncovering multiple other offences that occurred between 2022 and 2025 and involved an adult female and abuse of animals in his care. 

As a result, he was charged with an additional 13 new offences, including:

  • Sexual Assault
  • Forcible Confinement
  • Assault
  • Assault Cause Bodily Harm
  • Assault by Choking, Suffocating or Strangling
  • Criminal Harassment
  • Harassing Communications
  • Identity Fraud - Intent to Gain Advantage
  • Fraud Over $5,000
  • Theft Over $5,000
  • Causing Unnecessary Pain/Suffering to Animals x 2
  • Fail to Comply with Prohibition Regarding Children

He remains in custody.
