Weyburn City Council will meet tonight at 6 p.m. in Council Chambers at City Hall, with a fairly packed agenda to cover.

Mayor Jeff Richards will proclaim  May 12th to 17th, 2025 as Economic Development Week in Weyburn. This is following the Province of Saskatchewan declaring May 12th to 17th as Economic Development Week in Saskatchewan and May 12th as Indigenous Economic Development Day.

Richard Henning, Director of Leisure Services will make a recommendation to award a tender for a roof replacement for Weyburn Police Station and fall protection.

The Weyburn Police Station roof was assessed in July 2024 as part of a city-wide roof assessment program. When the roof was assessed, it was considered no longer serviceable and beyond serviceable life. It is common to have water leaking to the inside of the building when snow melts or during moderate rain events. There was a capital budget allowance of $725,000 for this project. The total budget was to cover fixed Professional Fees and Construction costs.

Patrick Grunert, Engineering Construction Coordinator will present tender award recommendations to selected bidders for the 2025 asphalt program, which is divided into nine parts based on location and budget allocations.

The City of Weyburn has an allocated $1,105,000 including PST for the 2025 asphalt program, including $700,000 for asphalt repairs and rehabilitation under the Infrastructure Revitalization Program; $370,000 under the Public Works General Operating Fund for asphalt maintenance and repairs; and $35,000 under the Parks General Operating Fund for asphalt rehabilitation of the Tatagwa Parkway Trail.

Laura Missal, Director of Finance, will present the 2025 Mill Rates with a recommendation that Council give three readings and pass a bylaw to establish mill rate factors for classes; subclasses of land, and improvements; and to provide for base tax of the City of Weyburn for 2025 and three readings and pass a bylaw to fix rates for taxation of the City of Weyburn for 2025.

Engineering Director Renee Cugnet will recommend Council repeal the prior water and Sewer bylaws and give second and third readings for the new bylaws to regulate the use of waterworks and the levying of fees or charges; and to regulate the use of sewer service and the levying of fees or charges. The result will be a fee of $10 per month to all City of Weyburn service connections.

The first reading of the new bylaws was given during the April 28th meeting of Weyburn City Council.

City Clerk Tina Clay will present a request from the Weyburn Pride Committee to have a Pride flag raised outside City Hall from Monday, June 16 to Sunday, June 22nd, and to paint the rainbow crosswalks at Third Street and Souris Avenue on Sunday, June 15th, with a recommendation to approve the request with the condition that the Pride Committee will work with City Public Works to ensure appropriate traffic safety measures are in place, including the use of barricades at the time of painting; and all costs associated with the painting of the crosswalks will be the responsibility of the organization.

Shara-Lee Malcolm, Development Officer will present two home-based business applications. One is a request from Anita Sorenson to operate an online store for house plants out of her residence. The other request is from Deidra Cameron to operate a massage therapy home-based business out of her residence.
