Even in mid-spring, Portage la Prairie knows the value of a good rink.

City Council voted unanimously Monday night to approve a transfer of up to $300,000 from the General Infrastructure Reserve to help complete the Koko Platz Recreation Centre and Rink Project—pushing the community-driven effort one step closer to the finish line.

The decision comes in response to a $261,888 shortfall in the rink’s construction budget. The approved amount includes a small contingency to cover any unexpected costs as the project moves toward its anticipated August 2025 completion.

Finance Chair Joe Masi explains that while insurance proceeds are covering the reconstruction of the community centre building—destroyed in a fire—the associated rink project has relied on community-led fundraising. The Koko Platz Community Club raised $738,842 toward the effort, leaving a gap now filled by the reserve transfer.

Masi says the project is a perfect example of why the city maintains healthy reserves—so that when unexpected needs arise, the municipality can respond without delay.

"It's a great facility that's going to be used by our community, and I really want to commend our administration for their careful financial planning. Sometimes people ask why we have reserves, and this is one of the reasons," Masi said.

Councillor Preston Meier was also acknowledged for keeping Council informed throughout the project’s progress.

Masi extends further praise to the fundraising group and the community support behind the project, noting that what began as a loss has now become a symbol of determination and community spirit.

“Their dedication and commitment to this project stood out — they really wanted to see it through,” said Masi.

“It started off as a real disaster. I mean, we had a fire there. It was a huge loss for our community, that centre. And then to see the resilience of these people to come forward and really continue — every time I spoke to them, they were excited about the fundraising they were doing, they were having another event, they were continually engaged to make sure this project was completed. It was just their determination. For the City of Portage la Prairie to have people like that step forward and put this kind of effort into rebuilding — it’s incredible. We also want to thank all the individuals, businesses and sponsors who donated to the Koko Platz project. That support was very much appreciated and helped make the project a reality.”

He emphasizes that the facility will serve more than just one neighbourhood.

“It is for our community and for the whole city of Portage, and so Council felt very good about the decision.” 

With funding now secured and construction on track, what began as a devastating loss is being rebuilt into a vital community space once again.
