Weyburn City Council will hold the second meeting of June tonight at 6 p.m. in Council Chambers at City Hall. 

The agenda includes a request from Engineering Director Renee Cugnet for Council to approve Justin Farr's appointment to the Weyburn Airport Board, which was passed as a motion during the board's June 6th meeting. 

The appointment is required, as according to the terms of reference established in the Weyburn Airport Board Bylaw No. 2019-3403, the Mayor and/or Council of the City of Weyburn shall appoint two members of Council, one member of the RM of Weyburn No. 67 and four citizens-at-large to be members of the board. Currently, the board only has three citizens-at-large members, resulting in one vacant position.

City Assessor Abby Gerry will seek Council's approval on a transfer of land title for LOT: 18; BLOCK: 72; PLAN NUMBER: S4840, a property on which property taxes have not been paid in four years, since July of 2021 to the outstanding amount of  $8, 873.16; and where the water has been off since March 11th, 2019.

This property has been in Tax Enforcement since May 25th, 2023, with all required letters and notices sent to the homeowner with no response received. The Provincial Mediation Board was contacted on June 27th, 2024, regarding this property and has had no response from the homeowner. On April 16th, 2025, the Provincial Mediation Board gave the City of Weyburn Consent to make a final application for Title. The 30-Day Final Notice was sent to the property owner on May 11th, 2025, with no response received.

With Gerry's recommendation, the City of Weyburn will be transferring the Land Title into the City’s name. The City will have a year to sell the property and clear off any outstanding property taxes.

Planning and Development Coordinator Shara-Lee Malcolm will present Council with her recommendations for a Home-Based Business Application for Nhu Dao to operate a personal service home-based business (nail salon) out of their residence, at 43 9th Street. No objections have been received from neighbours, who were sent a notice earlier this month.

Malcolm will also request that Council approve an application from Eisner Mahon Forsyth Law Firm on behalf of Spruce River Homes Ltd. to consolidate two city lots into one lot. The reason for this application is to facilitate the conversion of the current condominium units to full rental units. Pursuant to the requirements of The Planning and Development Act, 2007 the City must provide comments to the applicant to be forwarded to the Community Planning Branch. City Administration has no objection to the consolidation.
