Red Deer City Council approves new governance model for electric utility.

Following a public hearing and an in-depth review process, city council has passed a resolution approving the transition of the city’s electric utility to a municipally controlled corporation (MCC).

This marks the final step in a multi-year review that explored how best to position the utility for long-term success.

“Today’s decision reflects our commitment to doing what is right for our community both now and into the future,” said Mayor Ken Johnston.

“We know the energy landscape is evolving, and this new model will give us the tools to be more responsive, efficient and more sustainable, while continuing to deliver reliable electricity to Red Deerians. Getting to this point has taken tremendous effort, diligence and focus from both council and administration, and I look forward to seeing this new chapter take shape.”

An MCC is expected to strengthen long-term financial and operational sustainability, improve the ability to respond to changes in the energy sector, and provide clearer accountability through a formal structure that includes an independent board of directors.

“We are setting the foundation for a utility that is built for the future,” said City Manager Tara Lodewyk.

“The MCC model provides more flexibility and agility to operate in a complex and rapidly changing environment, while ensuring Red Deer residents remain at the heart of the decisions being made. Our customers can continue to count on high-quality service, local accountability and a strong connection to the city.”

The city will begin implementation planning in the months ahead, including development of the MCC’s governance framework and transition details.

The electric utility will continue to operate under its current structure until the transition is complete.
