Work is set to begin on a major infrastructure upgrade at the south end of Winkler, where culverts along Highway 32 took a hit during flooding a few years back.
City of Winkler Manager Jody Penner says, “A number of years ago, we had a very high water event in Winkler and the culverts along Hwy 32 right at the south limit of Winkler. Along the dike were quite damaged during that event.”
He continued to share that temporary cuts were made to keep the culverts functional, but a permanent replacement is now in the works.

“Manitoba transportation infrastructure has now finalized their design to replace those culverts, and they've decided to replace them with a box culvert structure, so that will end up being a fairly major project,” said Penner.
“They'll start it hopefully this fall,” he said, with completion expected in the summer of 2026.
To avoid traffic delays, a detour will be built to redirect vehicles around the site.
“Because of the length of the project, they will create a bit of a diversion or road around the project so that we won't have traffic stopping on the road while construction happens. We'll have traffic be able to continue past the project during that time.”
