Rocky View County has approved a sweeping land-use plan to launch the next phase of Alberta’s newest inland port.

The Shepard Logistics Centre Conceptual Scheme—passed July 22 following a public hearing—covers 521 hectares of land in the Prairie Gateway Area east of Calgary. The scheme sets the framework for industrial and rail-served development tied directly to the Canadian Pacific Kansas City (CPKC) mainline.

“Approving the Shepard Logistics Centre Conceptual Scheme turns this plan into action,” said Rocky View County Reeve Crystal Kissel. “It shows how working together can create economic opportunities and lasting regional benefits.”

The hub is expected to support thousands of jobs and attract large-scale users in distribution, advanced manufacturing, food processing, cold storage, and transload operations.

It marks the latest step in the Prairie Economic Gateway initiative, a joint project between Rocky View County and the City of Calgary. The municipalities formalized their partnership in February with the Prairie Economic Gateway Agreement—a first-of-its-kind collaboration in Alberta to coordinate infrastructure, streamline land use, and attract investment across municipal boundaries.

“Prairie Economic Gateway creates a modern, resilient alternative to traditional supply chain and logistics networks in our nation,” said Calgary Mayor Jyoti Gondek. “This rail-integrated inland port will deliver a real economic boost to our region while strengthening Alberta’s role in national and international trade. I’m pleased to see the Shepard Logistics Centre Conceptual Scheme approved, allowing us to keep building momentum with this nation-shaping initiative.”

The Conceptual Scheme aligns with the Prairie Gateway Area Structure Plan, the Intermunicipal Development Plan, and the County’s Municipal Development Plan. It allows for direct control zoning, shared servicing, and infrastructure planning to support large-format industrial use.

Rocky View County said it will continue working with Calgary, the Shepard Development Corporation, and senior government partners to move toward detailed engineering, infrastructure build-out, and private sector investment.
