Portage la Prairie council received its latest quarterly bylaw enforcement report Monday during the regular council meeting, and the numbers tell a busy story.

Kyle Adamski, owner of Sirius Protection & Security Services, presented the update, describing the second quarter as “one of our busiest quarters to date.”

Calls for service nearly double

Adamski notes the department handled 678 calls for service, almost double the 331 reported in the same quarter last year.

“Animals also impounded, doubled, 86 animals through the doors of the animal retention facility,” he adds, highlighting the increase in animal-related cases.

At the time of the report, the facility had only two dogs and six cats, but those numbers quickly climbed.

“That’s changed drastically. Three dogs and 19 cats. Four just came in this evening,” Adamski continues, pointing to the growing demand for animal care and enforcement.

Revenue and fines

Financially, the quarter showed a slight increase in revenue from fines compared to the same period last year..

The report shows that $18,770 was generated in revenue of fines compared to $17,880 in the second quarter of 2024. The first quarter of 2025 brought in $27,360.

The numbers suggest that despite a surge in calls, enforcement measures are keeping pace and contributing to the city’s budget.

Community impact and response

Adamski says the department’s workload reflects both community needs and increased public engagement.

“Calls are up in all avenues,” he remarks, suggesting that residents are reaching out more frequently to report concerns.

The combination of higher call volumes, increased animal impoundments, and expanded training underscores the evolving role of bylaw enforcement in Portage la Prairie.

Animal control resources for residents

The City of Portage la Prairie emphasizes the importance of public involvement in animal control.

Animal Control operates Monday to Friday, 11 a.m. to 7 p.m., responding to reports of animals running at large, aggressive behaviour, attacks, and other concerns.

Residents can call the after-hours line at 204-239-8326 for emergencies, where a staff member will determine if a dispatch is required.

The city adds, “If you witness an animal at large, an attack, or other concerning behaviour, please report it to Animal Control. Your complaint helps initiate enforcement, ensures proper documentation, and contributes to public safety.”

Officers collect evidence, maintain records, and prepare reports to support ongoing improvements.

The city’s administration team is also reviewing bylaws and procedures to identify improvements for Council consideration, while the Province of Manitoba enforces The Animal Care Act to protect domesticated animals.

Suspected neglect or abuse can be reported to Animal Protection Officers through the province’s Animal Welfare Program.

For incidents involving potentially criminal behaviour, threats, trespassing, physical harm, or animal cruelty, the RCMP should be contacted.
