Duty-free shops along Canada's border, like the one in Emerson, Manitoba, are continuing to report record low sales.

Michael Resch, the owner of the Emerson Duty-Free Shop, says business has been the worst in the decades he's been open.

The Frontier Duty-Free Association believes government hurdles like the ArriveCan app and vaccination requirements discourage tourists from crossing the border, and they're calling for Ottawa to scrap the app.

Launched in November 2020, the ArriveCan app aimed to reduce the spread of COVID-19 by ensuring arrivals were double-vaccinated and facilitating contact tracing.

But it's been criticized for not being user-friendly and last month the union representing border services agents estimated some 30 per cent of border crossers haven't completed it.
