The following decisions were made during Monday's City Council meeting:

Capital Budget

  • City Council approved delaying consideration of the 2025 Capital Budget to November 18, 2024.
    • The Operating Budget will be considered November 19 until 22, following Capital Budget.

Utility Governance:

  • A report on Utility Governance was added to today’s agenda after City Council passed the 2025 utility budget on October 1, 2024. A matter highlighted within this budget is the review of The City’s electric utility governance business model, and administration shared some additional information about the overall project and review at today’s meeting.
  • Administration presented information that summarized:
    • The City’s journey in the Utility Governance Review to date;
    • Why some information must remain confidential;
    • The City’s plans and requirements that must be met before any decision regarding governance changes can be made; and
    • Next steps and opportunities for public participation.
  • There are many steps yet to come, and there will be public engagement opportunities as The City moves forward.
  • A public hearing will be held as part of the process, with The City advertising and sharing information about when and where the public hearing is scheduled.
  • No decision has been made on the governance of The City’s electric utility.

Vehicle for Hire bylaw:

  • City Council gave all three readings of the Vehicle for Hire Bylaw.
  • Approved amendments include amendments related to administrative oversights, clarification to bylaw references and language for industry members and administration’s ease of interpretation and operations, and the re-addition of regulations missed with the last bylaw amendments.
  • The key changes include, but are not limited to, details surrounding the taxi plate cap and the transfer of plates.
  • The proposed changes were shared with the industry to ensure continued communication and transparency regarding changes associated with this bylaw.
