Rebecca Foord has stepped into her new role as Estevan’s Economic Development Officer, bringing fresh energy and a collaborative vision to support the city’s businesses, non-profits, and future growth. Tasked with aligning the goals of city council, the Economic Development Board, and the broader community, Foord is determined to build partnerships and address challenges to position Estevan as a thriving hub for development and innovation.
Her first priority in the role is ensuring alignment between the goals of the Economic Development Board, City Council, and the community. "If you have any questions, want to discuss your business or organizations, my door is open for those conversations," Foord said. "If you have ideas for tourism or ways to help our community grow, I’m here to help."
Foord clarified her role’s focus on community development, as opposed to economic development. "I’m really here to support the community, whether it be through sports organizations, non-profits, or businesses. I’m truly here to help." In the near future, she plans to meet with businesses to explore ways to assist them, such as helping with new employee hires. “This is a big dream, but imagine if everyone in the community hired one more person. It would lead to significant growth.”
To support this goal, Foord aims to work with the local college, reviewing enrollment numbers and training opportunities, while exploring potential partnerships with surrounding communities.
Foord is also focused on supporting local businesses. "I’m going to be looking at current business incentives to see what could be changed or added, and taking advantage of government housing grants and any other funding available." She stressed the importance of being prepared for growth and development opportunities.
With her background and perspective in business, non-profits, and municipal government, Foord believes a well-rounded approach to community development will lead to success. “I can see problems from many perspectives, which will help us create solutions that work for everyone.”
Foord plans to celebrate local businesses and their milestones, whether expanding, hiring new employees, or marking anniversaries. “I really want to make sure we celebrate our businesses, big or small. These successes build community spirit and get people into the habit of celebrating all we have to offer.”
Foord is also focused on strengthening partnerships with community groups like the college, SouthEast TechHub, and the Chamber of Commerce. "We can align our goals and avoid duplicating efforts, working together to accomplish more."
Looking ahead, Foord aims to address challenges such as Estevan's future with energy and power production. "Getting community buy-in is crucial. Supporting local businesses, shopping local, and attending community events will boost the local economy," she explained. This support will help attract new people to the community and support its growth.
Foord is optimistic about Estevan’s future. “I see Estevan thriving in 5 to 10 years. With major projects like the SMR announcement, we're close to some significant growth. My role is to ensure we’re ready, with strong communication with the community, and that we’re infrastructure-ready for the opportunities to come.”
