The City of Estevan saw record numbers in development permits and business licences in 2024, marking significant progress in land development and economic growth, according to a report presented to the city council.

Richard Neufeld, the city’s land development services manager, provided an overview of the department’s annual report, highlighting key trends and achievements.

One of the standout figures was a record 92 development permits issued in 2024, the highest since 2017. Neufeld noted optimism for even greater numbers in the future.

While subdivision activity remained low and zoning changes were fewer than in previous years, construction value reached $10.8 million in 2024, significantly higher than $2 million in 2019.

“Of course, these numbers are not inflation-adjusted,” Neufeld said. “But it’s still a substantial increase.”

The city also saw an all-time high in business licences issued since the licensing system was introduced in 2017. Neufeld highlighted an encouraging trend of businesses moving into Estevan from other communities and opening storefronts in the city rather than operating remotely.

“One thing that we’re looking at doing again in 2025 is redoing an assessment on downtown vacancy rates and what kind of businesses we have there,” Neufeld said. “Research suggests that a healthy mix is approximately 60 per cent food and entertainment and 40 per cent shopping.”

Councillor Shelly Veroba raised questions about home-based daycares, asking how many were currently operating. Neufeld reported that while only four were officially licensed, the actual number is believed to be in the low 20s.

Veroba also asked about licensing costs, noting there may be a misconception that fees are higher than they actually are. Neufeld clarified that a home-based business licence costs $75 per year if clients do not visit the home and $300 per year if they do, including daycares. He added that a key benefit of licensing is ensuring businesses meet safety standards, including fire inspections, which provide assurance for parents using daycares.

City council approved the land development report, setting the stage for further growth and development in Estevan.
