A Chestermere man is facing fraud charges after allegedly selling dozens of recreational vehicle lots at an undeveloped campground near Sundre, AB, in a scheme that police say defrauded victims of approximately $1.5 million.

Between August 2017 and September 2020, police say 26 people purchased long-term lease lots ranging in price from $39,900 to $69,900 — with some also purchasing a lot and cottage package for $169,000 — in a planned RV park marketed under Clearwater Cottages Ltd.

The Calgary Police Service says the accused, Craig Douglas McMorran, 64, acquired a 94-acre property northwest of Sundre in August 2017 and began selling 99-year lease agreements despite not having a development permit in place.

Police allege McMorran began construction on the site that fall, ignoring multiple cease-development orders issued by Clearwater County. In January 2022, a court granted a permanent injunction halting the RV park’s development, and all leaseholders were ordered to vacate the property by June 30 of that year.

Investigators say the victims, several of whom are Calgary residents, were later informed their leases were invalid, as the land was not zoned for recreational use or approved for development.

The Calgary police Economic Crimes Unit launched an investigation after receiving multiple complaints and ultimately determined the 26 victims collectively lost $1.5 million.

McMorran has been charged with one count of fraud over $5,000. He remains in custody on an unrelated matter and is scheduled to make his next court appearance on Tuesday, May 6.
