On April 14, Innisfail Town Council approved the 2025 property tax bylaw with an increase of 0.6% over the previous year’s tax rate.

In December, Innisfail Town Council approved the town’s 2025 budget, requiring a 2.82% increase in mill rates to meet all the town’s financial responsibilities.

Since then, Town of Innisfail administrative staff received finalized property assessments from Wild Rose Assessments. Increases in assessment amounts coupled with the proposed 2.82% tax increase would have generated a surplus in the 2025 budget.

At the April 14 council meeting, administrative staff presented the proposed 2025 Property Tax Bylaw with a municipal tax rate increase of 1.4%, down from the 2.82% increase proposed in December.

After discussion regarding the removal of the federal carbon tax as a line item in the budget, council carried an amended motion further reducing the 2025 tax rate increase to 0.6%.

“It is always challenging to balance the funding requirements of the municipality with maintaining current service levels, all while keeping tax rates unchanged,” explained Mayor Jean Barclay. “A substantial portion of this year’s increase is due to the education tax that is collected on behalf of the province; however, we are pleased to pass the carbon tax savings on to our taxpayers, allowing us to limit the mill rate increase to 0.6%”.

Each year, Council is required to authorize municipal tax rates that generate sufficient revenue to fund essential services, meet legislative requisitions, support the Town’s operating budget, and cover amounts the Town is required to collect on behalf of other organizations.

In December, Innisfail Town Council approved an operating budget of $28,532,772 and a capital budget of $21,249,219 for 2025.

The approved 2025 mill rates are 7.2501 for residential and 8.9460 for non-residential taxpayers.
