Vacation rental operators in Rocky View County (RVC) will now face stricter regulations under a new bylaw recently passed by county council.
The county council has set out a new framework aimed at balancing tourism and economic opportunity with preserving the character of local neighbourhoods.
The bylaw requires vacation rentals to be located in an operator’s primary residence, verified through land title, identification, and utility records. Maximum occupancy is capped at two adults per designated sleeping area, not including children, and all sleeping areas must meet safety standards, including window egress.
On-site parking must be provided—one stall per bedroom or sleeping area—and on-street parking is prohibited. Operators are also required to submit noise and site management plans that outline outdoor use restrictions and how they will respond to complaints.
Vacation rentals must comply with any existing Homeowners Association or condominium bylaws. They will operate under temporary development permits, with renewals dependent on a history of compliance.
The regulations follow a public consultation process held in fall 2024, which included feedback from residents, vacation rental operators and homeowner associations. A summary of that feedback was shared with council ahead of the vote and is available in the County’s What We Heard Report.
The bylaw took effect on July 8. Existing operators will have to meet the new standards when applying for permit renewals.
