As August begins and the Saskatchewan Day long weekend approaches, it’s a good time to brush up on the rules around backyard fires, barbecues and fireworks in Estevan.
City regulations cover everything from firepit size and placement to propane safety and permit requirements, with fines possible for violations.
These rules are outlined in Estevan’s Fire Prevention Bylaw (Bylaw No. 2004-1666), which applies to all open-air fires, propane use and firework displays within city limits.
Open fires require a permit
Most open-air fires within city limits require a written permit from the Estevan fire chief, unless the fire is for cooking on a standard barbecue or grill.
Permit holders are responsible for ensuring fires stay under control and do not cause damage. Provincial environmental laws, including the Air Pollution Control Act, apply even if a municipal permit has been granted.
Backyard firepits permitted with conditions
Firepits are allowed, but they must meet several safety requirements:

The firepit must be no more than 75 cm (30 inches) in diameter and surrounded by non-combustible materials such as brick, steel or stone.

It must be placed at least 3 metres (9.8 feet) from any building, property line or combustible structure.

The area around the pit should be cleared of grass and vegetation for at least 40 cm (15.7 inches), using sand, earth, gravel or another non-combustible material.

A heavy-gauge metal screen with holes no larger than 13 mm (0.5 inches) is required to cover the firepit.
Only charcoal or clean, seasoned wood may be burned. The bylaw prohibits the burning of garbage, garden waste, manure, animal remains, plastics, rubber, treated wood, or any materials that produce black smoke or offensive odours.
Fires must be supervised at all times, not lit during windy conditions, and extinguished immediately if smoke interferes with neighbouring properties.
Barbecue safety still applies
Barbecues don’t require a permit but must be used responsibly:

Keep the unit at least 1 metre from combustible materials.

Never leave a lit barbecue unattended.

Propane cylinders must be kept upright at all times, including during use, storage, or transport.

Cylinders must be properly connected and secured to the barbecue.

Propane tanks must be shut off at the valve when not in use.

Propane cylinders cannot be repaired, stored, or kept inside any building.

Solid-fuel barbecues are not permitted on balconies, and propane tanks used on balconies must not exceed 20 pounds.
Fireworks need written permission
Fireworks may not be discharged within city limits without written approval. Permits are typically issued for public or organized events, and applicants must provide proof of liability insurance.
Unauthorized use of fireworks can result in fines.
