Rocky View County (RVC) is looking to secure future opportunities for Artificial Intelligence (AI) Data Centre developments in a way that balances economic innovation with community priorities.

To facilitate regional AI projects, the county has established broader growth strategies and regulatory review processes that provide transparent public engagement.

RVC council recently rejected the proposed Kineticor Area Structure Plan for an AI data centre and technology park, citing concerns about the site’s impact on local agricultural operations. Without approval of the plan, development of the project cannot proceed.

The proposed Kineticor plan would have set out how about 448 hectares (around 1,100 acres) in the northeast part of the county could be developed into a data centre campus. The site was expected to host several data centre buildings, with supporting infrastructure like stormwater management and possibly on-site natural gas power generation.

“Our community was well represented and spoke passionately about their lifestyle and commitment to agriculture,” Reeve Crystal Kissel said. “The proposed plan did not align with that vision or with the vision of future generations who want to continue farming. If Rocky View County is to move forward with AI data centres, we must find the right location. I want to thank the many residents who came forward and shared their views at today’s public hearing in such a respectful and thoughtful manner.”

Key steps in the county’s AI strategy include the June approval of the Beacon Area Structure Plan and rezoning, which supports a 900-acre AI hub, and plans for data centre developments in east Balzac, known as Cal-2 and Cal-3. Dedicated land-use rules and a streamlined application review process have also been introduced.

County officials say they are continuing to work with proponents of three existing AI campuses and other emerging projects to ensure proposals are located appropriately and deliver benefits for all stakeholders.
