The Leader Town Council held two regular meetings this spring, on April 22 and May 6, marking important decisions and updates for the community as the season progresses.
At the April 22 meeting, Council began by approving the agenda and minutes from the April 1 regular meeting and April 8 recreation meeting. Dustin Andreas from Leader Minor Ball shared plans for the upcoming season and ongoing projects, while Brian Francis of River Ridge Golf Course outlined exciting plans to build a new clubhouse and discussed fundraising efforts for this capital project.
Council reviewed two proposals for a waterline renewal plan and selected ASI Engineering to complete the work at a cost of $18,450. In healthcare news, a revised funding request from the Leader & District Healthcare Foundation was approved. Council committed up to $30,000 toward purchasing a residence to house healthcare practitioners joining the Leader & District Integrated Facility, with funds to be released upon confirmation of a suitable property.
Under the town’s Charitable Donation Policy, Council designated the new River Ridge Golf Course clubhouse and planned flooring improvements at the Leader Library as community interest projects, allowing tax-deductible donation receipts for contributions made through the Town.
Additionally, expiring fixed farm agreements were reviewed and confirmed not to be renewed for the 2025–28 assessment years. Council also approved a proposal from the Leader & District Chamber of Commerce to install a parklet on the boulevard along 1st Avenue West, enhancing community space.
While proposed recreational rate increases were deferred for further discussion, the Administrator’s Report was accepted, capital and general accounts were approved for payment, and correspondence was filed.

The May 6 meeting saw Council approve increases to user fees for the Leader Iceplex, swimming pool, and community hall, with updated rates available at the Town office. Recognizing growing financial pressures on recreational services, Council agreed to propose a new funding model for neighbouring municipalities and plans to send a formal letter to regional partners in the coming weeks.
Council also authorized Mathewson and Co. to deliver financial training sessions for both Council members and administrative staff to strengthen governance and administration.
The Administrator reported that tax enforcement proceedings are temporarily suspended for properties with payment agreements, though enforcement will resume if payments are not maintained.
Council noted that regular meetings scheduled for May 20, June 3, and July 1 have been cancelled, with a second May meeting held on May 26 instead. Minutes from the April 22 regular meeting and April 30 budget meeting were approved, and payments for capital and general accounts were authorized.
